Legalization of drugs in Kyrgyzstan

Not so long ago, MP Dastan Bekeshev on Twitter suggested discussing the idea of creating a recreation area for foreign citizens at Manas airport on the site of a former American military base. And what kind of one – with the legalization of the gaming business and with the permission to sell and use soft drugs. True, the parliamentarian made a reservation that access to this “forbidden paradise” should be made only for foreigners in order to protect the local population from temptations and vices. Bekeshev cited the example of the Malaysian resort of Gentig, which attracts a lot of tourists precisely because gambling and soft drugs are allowed there. And even earlier, the head of the National Bank Tolkunbek Abdygulov expressed the idea of the possibility of legalizing the use of marijuana in our country. For the sake of fairness, it should be noted that when they expressed their opinion, the statesmen were motivated by quite good goals: tax collections from such indulgences would bring large profits to the national state budget from the development of tourism.

The statements of our compatriots did not arise out of nowhere. The legalization of marijuana is a modern global trend. For this movement there is even a term “legalize”. Moreover, the reasons for transferring hashish to the category of permissible are different and the organizations behind this are very weighty. For example, in 2011, the Global Commission on Drug Policy, which includes former and current high-level UN officials, recommended that countries experiment with legal regulation of certain types of drugs that can be allowed for possible authorization in order to combat drug trafficking. They say, we will stop prohibiting, and all yesterday’s proceeds of the criminal business will flow an endless river into the treasury.

According to the research data, the use of cannabinoids helps with nausea after chemotherapy, improves appetite in AIDS patients, relieves chronic pain and muscle spasms, has anti-tumor effects, and helps patients with Parkinson’s and Alzheimer’s syndrome. Just a solid panacea.

Medical necessity is one thing, but in the wake of the fact that WHO has recognized the medicinal properties of cannabinoids as beneficial, there is a growing number of supporters of their legal use for recreational purposes, that is, in everyday language: to “get high”. And paradoxically, in the modern world actively fighting tobacco smoking, more and more countries are making free access for citizens and tourists to the so-called soft drugs. Among such states are not only the Netherlands, but also some states of the USA, Belgium, Australia, Switzerland, Czech Republic, Canada, Colombia and even North Korea. In 2013, several thousand Poles in Warsaw marched to legalize the use of marijuana for pleasure. True, the government did not follow the lead of the protesters.

Another important reason to change attitudes towards cannabis is its medicinal use. The World Health Organization (WHO) has announced that marijuana is beneficial in the treatment of complex diseases, is not addictive and does not pose any health risks.
